SEOUL, June 5 (Reuters) - The International Skating Union (ISU) has dismissed South Korea's complaint over the figure skating judging panel used at the Sochi Games that awarded Russia's Adelina Sotnikova the gold medal ahead of defending Olympic champion Kim Yuna.
At the Feb. 7-23 Games in the Black Sea resort city, 23-year-old Kim was beaten by 5.48 points by Sotnikova, who secured Russia's first ladies singles gold despite a flawless performance from South Korea's most popular athlete.
Fueled by widespread national outrage, the South Korean Olympic Committee (KOC) and the Korea Skating Union (KSU) filed
a complaint, asking the ISU to look into the composition of the judging panel and whether the awarding of points was fair. One judge was identified as having served a one-year suspension for trying to fix an event at the 1998 Olympics, while another, Alla Shekhovtseva, the wife of the general director of the Russian figure skating federation, was seen on camera hugging Sotnikova moments after the win.
The ISU Disciplinary Commission ruled that the Russian judge's relationship with her husband did not create a foundation for bias and there was no conflict of interest. "During the ladies' competition, both in the short program and free program, the judging of the alleged offender was within the acceptable range of scores," the governing body said in a statement on its website.
"Congratulating a champion and winner of the gold medal in the opinion of the alleged offender is not a violation of rules
but a normal gesture and an appreciation of the skater's hard work. She responded reflexively when the skater raised her arms for an embrace."
South Korea's national sports governing body expressed regret over the decision.
"It is regrettable to hear the news," an official at the KOC told Reuters by telephone, adding that they were discussing with the KSU about the next measure, including an appeal to the Court of Arbitration for Sport (CAS).

지난 2월 7일부터 23일까지 흑해의 휴양 도시(소치)에서 열린 피겨스케이팅 경기에서, 23살의 김연아는 소트니코바에게 5.48점 차이로 패배했다. 그 결과, 소트니코바는 한국에서 가장 유명한 운동 선수가 완벽한 연기를 펼쳤음에도 불구하고, 러시아 최초로 피겨스케이팅 여자 싱글 금메달을 차지했다.
전국적인 분노에 힘입어, 대한체육회(KOC)와 한국빙상경기연맹(KSU)는 ISU에게 심판진 구성 및 채점이 공정했는지를 조사해줄 것을 요청하는 제소장을 보냈다. 심판 중 한 명은 1998년 올림픽에서 판정 결과를 조작하려 했다는 혐의로 1년 자격 정지를 받았던 적이 있다. 또 다른 심판인 알라 셰코브체바는 러시아 피겨스케이팅 연맹 총재의 부인이며, 소트니코바가 승리한 직후 그녀와 포옹하는 모습이 카메라에 담겨졌다.
ISU 징계위원회는 그 러시아 심판과 남편과의 관계가 편파 판정의 원인을 제공했다고 볼 수 없으며, 이해 관계의 충돌이 없었다고 판단했다. "여자 싱글 경기 쇼트 및 프리 프로그램에서 피고소인의 판정은 인정될 범위의 점수였다." 위원회는 홈페이지에 올린 결정문에서 이같이 밝혔다.
"챔피언이자 금메달 수상자를 피고소인이 말한 것과 같이 축하하는 것은 룰 위반이 아닐뿐더러 정상적인 모습이고 선수의 노력을 평가해 주는 것이다. 그녀(셰코브체바)는 소트니코바가 포옹하기 위해 팔을 벌렸을 때 반사적으로 반응했다."
한국의 스포츠 연맹은 이러한 결정에 대해 유감을 표시했다.
"이러한 소식을 듣게 되어 유감입니다." KOC의 한 관계자가 로이터와의 전화 통화에서 말했다. 그는 KSU와 함께 국제스포츠중재재판소(CAS) 제소를 포함해 그 다음에 취할 조치에 대해 현재 논의중이라고 덧붙였다.
